– What kind of study methods did you use, and how long would you spend researching before beginning the book?
In the book I applied a variety of analysis methods. The book provides three chapters on how the institutions with the EU, ESTE and NORTH ATLANTIC TREATY ORGANIZATION have developed since 1989, and three chapters about how mission mandates get created in the EU, UN and NATO. For the first three chapters on institutional development, We present a few unique data on how the composition of personnel has evolved in the 3 organisations. Receiving such info was definately not straightforward. The UN is pretty transparent, but for the EUROPEAN and CONSUSTANCIAL I had to work my own contacts. It did not support, in the case of the EU, that you part of employees administration was in the Authorities and another part inside the External Action Service! The important thing, however , is that many processes take place concealed from the public view. I for that reason also carried out a significant number of interviews with relevant plan makers in Brussels and New York. I was pleased that my requests for information had been welcomed which colleagues spent the time to explain the details patiently to my opinion.
What is important too about this publication is that it includes taken a long time to research. My personal initial delete word comparative study are by 2010. For the duration of 2011, following completion of my personal dissertation, We prepared a grant proposal which I submitted to the competitive EU Marie Curie program. On the basis of the secured EU funding I had been able to use two great years in Oxford really concentrating on this research project. Following my fellowship in Oxford ended, this still took me a good yr to finalise the publication. It was a good journey, yet I have posted the publication I really desired to write.
– What is fresh about your method of the topic?
Like a lot of my co-workers, I have been analysing the development of EUROPEAN security policy for some time now. Around 2004, while still an undergraduate pupil, I searched into the mandates of the 1st crisis management operations beneath the then Western european Security and Defence Coverage. The feeling is that the EU was building up something new, some thing ambitious. I was particularly fascinated with the corporations supporting EU security coverage – those newly established committees in the member declares, but as well the new directorates and products in the Authorities.
As EUROPEAN security policy developed with time, it occurred to me that while several these institutional developments were maybe not exclusive. For instance, the United Nations likewise established a substantial bureaucracy to take care of peacekeeping operations from the early on 1990s onwards, while CONSUSTANCIAL made the Cold Conflict structures prepared to deal with the crisis administration operations in former Yugoslavia and Afghanistan.
I consequently decided to examine these reliability organisations via a comparative angle. While scholars have already written about each of them individually, my own book is a first comparison approach showing how the EUROPEAN, UN and NATO allow us over time. I use often recently been confronted with the critique that these organisations are ‘like pears and oranges’. Yet We would counter that every three, in a multinational framework, have to strategy military businesses and hold them away. This raises similar coordination challenges. I do think that what my book nicely reveals is that all of us sometimes worry too much regarding the idiosyncrasies of the individual organisations. When looking at the broader relative trends, other activities become more important.
